Basically, you should use CSS to make some nice tables first, for the comments itself. If you do not have any idea, here's a nice example of how you could make the comments look better:

And for the quoting, just a simple table should be enough, no rounded corners, etc. A bit like here on the forums:

Anyway, you could make it even better, by for example allowing to use smilies in comments. And perhaps links. Or even an edit button. Those are some ideas I have in mind.

Btw, did you notice? The TOP STORIES page is messed up.
