Although there is not a specific mod to create this exact mod, there are a few that could help create more interest in looking at the Upcoming stories.
This one will put a story that has been voted or commented on to the top of the list. Thus making it more prominent to voters.

This mod provides a feature box on the published page of some of the upcoming stories. I have not tried it, but it does look promising.

These could be a temporary solution until something more like the mod you presented is available. I think the suggestion would be a great option.
