I'm having the same problem here :( trying to download Pligg at home and I always get this message:
"Slow Down! You are trying to download files too quickly. You must wait X seconds before you may download another file."
Note that I always have to click twice the link... the first time it does nothing (already tried to wait a few minutes) then I click again and get the message :(
I'm using FF.
