I would suggest clearing all the files in the templates_c folder and refresh the site see if that works.
It's also a good idea to provide more information when asking for help. For instance.. Did you upgrade incrementally or directly from 8 to 9.9? It's also good to post a link to your site so people can assist in troubleshooting. From the information you provided I would have to guess that it's a template issue.
