First I moved this post from the wikki articles forum. You incorrectly posted to the wrong forum.
The templates are located in the /templates folder.
The layout is controlled by Cascading Style Sheets.
To learn Smarty I would suggest reading the documentation on the
Smarty Website.
That should get you started.
