Login into an account that has either admin or god priviledges.
Navigate to your pligg install /shakeit.php, or directly to the article url you wish to promote
Find the story you want to promote to the front page.
Click the "admin links" link.
A drop-down menu will appear with 2 links, click the "change link status" link.
Select "Set to published" to promote the story to the front page.
