Lightbulb ZenGarden approach is the correct one

I think that the CSSZenGarden approach to design would be the most correct one just from scratch. It is not more used because many of this FOSS projects are not matured in concept before starting to code.

The system should have all <XHTML> hardcoded in a single template (or several) with dinamic positioning using <DIV>s for everything and designers will only have to deal with a CSS (or several) to totaly modify their Pligg website.

If you use the Ajax Prototyped-Window libs I mention a little bit earlier in this same post you can also "template" the popup windows to fit the design with the same CSS only approach.
