I'm on 9.9.5 but am still told there is a new version available

When I log in to the admin panel it says pligg version 9.9.5, but I still see this message in bold at the top of the screen. Did I miss something?

what's the latest version ??

or the version check module is broken in the new release can some experienced users clear it ???
