I got tell a friend problem fix on my site. Credits go to pligg developers, and someone else on the forum as I forgot who.
Download the two files that I add to the attachments here and replace your original files. Make sure back up your original files in case you want to revert back to original files. The two files are recommend.php and mailer.php. mailer.php can be found in /libs/ and recommend.php can be found in pligg's root installed folder. Note: I only test this fix with pligg 9.9.5.
