tagcloud tpl structure

seems like the includes for the TPL'f for tagcloud are in tagcloud.tpl, and not the php file. why?

every PHP file, has the "include header, navbar and footer" in it, EXEPT for tagcloud.php, the header and nav and footer are inside the TPL. it dosent work on my system (5.10 with 6.01 backend)

so, then I visit mysite.com/cloud.php I get a page with no css and no headers anf ooter.
