[Fixed] Feed link bug

I install the trunk pligg today, there was a bug in feed link:

href="http://{$my_base_url}{$my_pligg_base}/rss.php"

the base url is with http: like
http://ashtest1.pligg.com
http://localhost
http://www.pligg.com
so the link was http://http://www.pliggsite.com/rss.php
Which change, the base url or the code into the pligg.tpl? I think the feed link in .tpl to
