When I try to use Nightly packages - updated daily! and upgrade pligg, I follow the upgrade instruction text, and got to this part (open browser to /install/upgrade.php) but the error comes up say "The pligg_config table is empty or does not exist"
look like I'm stuck.

I have seen this error message when the database exists but is entirely empty (no tables defined at all). You might want to check this.

When that message appears it's because the config table never got populated
