Remove error creating chars URL method 2 bug

Turkish characters like ğüşıöç ĞÜŞİÖÇ are not working well with URL method 2.
Also characters like `,”,“ are creating problems too. I hacked the entire code with the help of drupal functions, but I think we need a permanent solution.
How about implementing Wordpress like character cleaning method?

If you can point me to those functions I'll be happy to take a look and see what I can come up with.
