URL for category

Maybe this is not the right place to ask for this but :).

I want to have URL for category to look like this
mysite.com/category=category_id instead of standard one :
mysite.com/upcoming.php?category=%D0%A2%D0%B5%D1%85%D0%BD%D0% BE%D0%BB%D0]Какво новоПредÑ�тоÑ�щÐ

Can someone provide me a clue of how to deal with this problem ?
