other language permalink UrlMethod 2 for story category is ugly

i search and search and not found about this >"<

i try change category saft name in phpmyadmin and edit utils.php

function makeUrlFriendly($input)

but can't change >"<

example in chinese, vietnamese :

story : pligg/out/ch%E1%BA%B1m-ch%E1%BA%AFm-ti%E1-%81n
category : pligg/upcoming/category/th%E1%BB%

i want it like this :

story : pligg/out/cham-cham-gi
category : pligg/upcoming/category/the-thao
