Uncorrelate database with url and installation directory

I don't understand why we need to have "base url" and "pligg base" in the database. They are already in the "settings.php" file. If the database was completely distinct from how we displayed it we could have had two installations at different locations using the same database. This would make it easy to do parallel processing and try new things. Is there a reason?
