Incentive model for casual submitters

I´d like to give an incentive to become a casual submitter by disabling published stories unless x stories have been posted.

What do you think about it?

I hear you, but I think a story should be voted up and "published" based on the quality of the story, not on the experience of the submitter. I suppose the option wouldn't do any harm though.
