Error Submit a new story

I don't know why this happened whem I try submit a new story.

Fatal error: Call to undefined function: mb_strtolower() in /home/linkkco/public_html/libs/tags.php on line 12

Someone could help?

Edit libs/tags.php

Change line 12 from:

return mb_strtolower($string, 'UTF-8');

to

return strtolower($string);

I made it, but doesn't work. The same error occurred again.

Open your /libs/tags.php, change <? to <?php. If that doesn't help, try adding a ?> to the very end of the file.
