Would like to know, if it is possible?

I don't think that this has been done. First find out how the blogs are stored what table structure. Then try and find a link between the blog fields and pligg links fields. The password hashing method is probably different, like above find what fields go together and write a script that imports the user data, creates a random password (using pligg's algorithm) and email the users with the new passwords. The same has to be done for the categories and tags if your blog uses them.
