Get rid of "All" in tags

Hi,

I don't understand what is the use of "all" in the tags, I guess to identify news with exact same tags.

I don't think I'll need it, so I looked into the code to get rid of it. I know it can be deleted in /libs/link.php (around line: 452) but couldn't find the exact code that would delete the "all" link in the tags.

I'd appreciate if someone can help me.
