Is pligg exclusive for the english writing part of the world?

I need it for the german writing part of the world. Yes, i know there are only a few ...

I have problems with the umlauts. I have umlauts in the url and they are written as Vorw%FCrfe_Fr%FCherer in the urls. The result is a "Oops, what you're looking for isn't here!".

I have changed en to de in the Doctype. I changed database language from en (have never seen that before !!!) to de.

In detail the mysql (UTF-8) tables shows up like this:

link_url_title = Vorwürfe
link_title = Vorwürfe
link_title_url = Vorwürfe
link_content = Vorwürfe
link_summary = Vorwürfe
link_tags = Vorwürfe

How can i change this?
