Unhappy Chmod'd 777 and it still complains

I'm doing a clean install of 9.1 per the README.txt instructions. In spite of this, and chmod'ing 777 to settings.php and dbconect.php, the installer still claims it can't write to those files.

I'm running Apache 2.2.3 and PHP 5.1.6 from a Centos 5 install with pretty much default configs. Is there an apache or php setting I need to change to be able to write these files? Some other issue? I've confirmed the privs on those files...
-rwxrwxrwx 1 root root 234 Apr 9 06:00 dbconnect.php
-rwxrwxrwx 1 root root 203 Apr 9 06:00 settings.php

OK, so the story continues. I manually edited those files and played with install*.php to get the database setup. I can run the admin screen, but have to delete all files in the templates_c directory to get new screens to display. If I don't, Smarty sends no output (I've verified that the scripts are running to the template Display() call). I literally can rm -f * in templates_c, then click a link and get a successful display. Next click or refresh fails (until I remove all files in templates_c, then it works again for that next click).

Thanks for any thoughts on this!

I installed pligg many times earlier. Recently I switched my hosting account and am trying to install pligg 9.1 the latest downloaded from the web site.

Everything goes fine till this point............ and the error messages keep pouring in.

When i try accessing the site this is the message i get

Did not understand why i get the instruction............

chmod ................. settings.php and dbconnect.php to 777
whereas it worked fine during the earlier installations with 666

The installation instructions given in readme.txt ask us to use the 666 settings.

did you chmod config.php to 655?

Yes.

Did not see such errors earlier during installation.......

I did everything as i did it on around 20 occassions while installing pligg on 3/4 sites of ours

We did even ensure that we were doing as per instruction .......... keeping the readme.txt open as reference.

I had this problem on CentOS 4.92 (the prerelease of 5.0), and again with Centos5. CentOS released a php update to the original install, and this problem has gone away. This mean's it's probably a ES5 issue too... but it goes away after you bring the install current.
