Update:

Following code execution I get to settings_from_db.php about line 14.

$usersql = $db->get_results('SELECT var_name, var_value, var_method, var_enclosein FROM ' . table_prefix . 'config');

Here the global define table_prefix is equal to "table_prefix" where for my installation it should be "pl_".

I checked my database and it has the correct values.
var_name table_prefix
var_value pl_
var_defaultvalue pligg_

At this point I cannot find where the this is supposed to be set prior to constructing the dynamic sql above.

The error message I receive is just after trying to execute the dynamic sql statement.

It was problem with permissions to create tables for my DB user. I have changed to "all privileges" and Pligg has been installed!

Good luck!
How do you do that? :-/
Edit: I've updated and entered the details in the dbconnect.php file in 9.8.1. anything else we need to do?

If you rent a hosting, you need enter to MySQL Admin section of your hosting control panel and set all privileges for database name of selected database (for example, in cPanle it should be "MySQL Databases" section -> select ALL PRIVILEGES for database name)

So in PhpMyAdmin, I need to execute the GRANT ALL Query?
eg. GRANT all ON widgets.* TO widgetAdmin@server name;
Am I going in the right track?

BTW, I'm on godaddy and it won't let me execute this query.

No, your PhpMyAdmin can't run GRANT query because PhpMyAdmin is php application only. you should set permissions to db name for selected database from MySQL administration panel.

What is a hosting control panel do you use? cPanel, DirectAdmin?
