No verbiage in template after new 9.5 install

I just performed a new install of 9.5 for a new website: http://www.critiquemyart.com

I received a statement that I had successfully installed Pligg after creating the tables. However, when I check my website, there is none of the verbiage for almost the entire template. I could not complete step 11, since I could not read anything.

I am a novice, however I would really like to learn how to properly perform the install (as well as future upgrades, template customizing and an additional site). I do have my doubts about the property competition of steps 4 through 6 and 9.

Thank you all in advance. I look forward to any help you can provide. Please remember, I am beginner.

try to chmod /libs/lang.conf to 777 and see if that does anything.

I reviewed the install instructions a second time and realized that I had made a mistake during my installation. Therefore, I have installed again and followed the directions more carefully. I did not try to chmod /libs/lang.conf to 777. One curious thing, my host (godaddy.com) stated that their servers do not accept above 755, however I did appear to accept the chmod 777 instructions from the install instructions. Could this contribute to my problem below?

Now my problems appear to be with publishing a story. Every time I load the new information into the story fields, it will not upload the story. I get the error message: "Incomplete title or text." I tried every combination of loading a story and also tried html code. If I hit the "back" button on the error page, I get "Warning: Page Expired."

I forced the two posted storied from the god account to publish, however, all of the text was stipped from the story.

There are also the following errors:

Page loads with errors.

Voting does not work, either when loged in or not. (I did give proper permissions in admin).
