Changing a User Status Problem

I have a custom template on a 9.8.2 upgrade and everything is perfect EXCEPT for: When I go to the User Management and try to change the status and make a user a God, it displays an error that says that there has been a hack attempt or has timed out or something!!

Which file is this function in??

I'm having the same issue using 9.9, the error starts when clicking "User Management" with ->

Then when trying to change a users status ->
