Moving Usertabs Bar to Header?

Hello,

I'm trying to edit the usertabs bar (that appears on the users profile: personal info, sent news etc.)

I simply wanted to put a break after the first 3 buttons, using "<br />" in user_center.tpl, but every time I do this it has no effect on the buttons....They appear in the straight horizontal line with no breaks at all.

Could anyone tell me if this is the correct file to edit to change the layout of the usertabs bar, and if so, where I need to edit to get it to simply do as above?

I've started a'fresh to see if it would fix this issue, but its not - I've tried editting any files that relate to this and I just can't alter the look of this bar...The main navbar in the header I can alter but this bar is just playing hard to change!

Its actually breaking the width of the site for people at 800x600...This is one of the things I want to fix, if I can alter the width of this bar...I've figured out how to alter the width, per say...However, by doing this is messes up the buttons on the bar...Which is why I thought putting a "<br />" in there to start a new line would remedy the situation...But if I could style the buttons accordingly so they don't get messed up if the bar width is changed, it would be great.

EDIT: I also notice that the drop down menus (mouseover menus) on the main navbar do not work in IE, but do in FF...
