Main Link area in different positions in different browsers

With Internet Explorer, Mozilla, and Safari, the main links/voting area is all in different locations. Safari, it is located in the header area, Mozilla which looks most correct is pretty close to where it should be, and Internet Explorer, it is about 1/2 inch to 1 inch lower than Mozilla. What CSS tag sets this and how can I fix?
