Story URLs to Uploaded Files

I was wondering if someone could point me in the right direction for this...

What I'm looking for is some sort of mod, or steps to take to either allow people to link to an external site, or allow them to upload a file on the server and have the link go straight to that file. That way pligg could be transformed into a file-database while allowing people to rate which ones are the best.

Anything out there already?
