Yeah, I was thinking that would be the way to go too. I've done a bit of php programming in the past but I was hoping to integrate it with the rss importer settings page rather than just hard coding it. Thanks to anyone who has the skills to do this easily and has a spare minute to code it.
I'm thinking that using this approach would give the illusion of an active site. I'd like to get this up and running for a few days to a week before spreading the link to the masses. I know that if I went to a site that looked like it had just been set up or looked like I was the only person to ever visit the page then that visit might be my last. Using this method as an initial set up and then slowly cutting the rss import back as 'real' users start using the system could potentially be an effective way to jump start a pligg site.

It think the second idea is a bit more complicated.

Agreed. Perhaps the news management section can be hacked to display the vote total and category pulldown. I guess I might have to get my hands dirty if I'm the only one interested in being able to quickly edit/recategorize multiple stories at a time.
