Is there any way one can merge categories? And what happens when you delete a category? What happens to the stories listed under that category?

You will have to be more specific than "don't have permissions". Please open up a new thread and give very specific details about your problem and how we might be able to recreate it. I also deleted your other thread because it wasn't very useful.

I think My problem to create new category is because I cannot set file permission to 777. How do I fix this ?

contact your web host.. Pligg does not control file permissions. If you are unable to change file permissions it's time to look for a new web host. If you are unsure how to chmod file properly, please google chmod.
