Fatal error: PCRE is not compiled with UTF-8 support in /home/spino0/public_html/libs/utf8/utf8.php on line 49

I've been trying to research what this means but I am a newbie at this sort of thing. Everything else was fantastic in the install. Any suggestions? Much appreciated.

I asked my host if pcre was compiled and verified the versions of mysql and php. The server is using MySQL 5.0.27-standard and the UTF-8 Unicode (utf8) character set. PHP version is 4.4.7version but I can enable PHP 5.x in cPanel.

Utf-8 is on all servers, and pcre is compiled as well.

PCRE (Perl Compatible Regular Expressions) Support enabled
PCRE Library Version 7.0 18-Dec-2006

Any suggestions? I've tried re-installing multiple times. The tables are set up but I just keep getting that fatal error...
