out.php and utils.php .htaccess not working??

Hi everybody,

just please tell me if i'm wrong..

i have my pligg 'spanish' site configured with url method 1, cause method 2 never work for me.. but having this there is no reason to obtain an url output like this:

Cubaleo]Cubaleo - FalleciÃ³ el capitÃ¡n del mÃ*tico Granma

i mean, the structure o f this url is right, ok, but normally it will be

Cubaleo]Cubaleoó_el_capitán_del_mítico_Granma

right? specials characters output like é-ó-í-ñ are modified thanks to utils.php or htaccess so this is meaning that these two files are not working

one more thing..

why i'm always having "_" underscores while i change it in utils.php by a "-"
this has nothing to do with url method i think ?

any help will be welcome!!
