Is it possible for me to let users have their own blog on my pligg site, then have the ability to "pligg" it

I guess I am trying to be a blog host / digg it site

I know there is an "editorial" feature but does it allow the ability to add pictures? Bold text? Paragraphs?

having similar question as well
but seems likes no HTML allowed in description
not sure where we can enable it.
have looked into the config and modify language area.
