Some older version modules like tellafriend showing  characters. What is the fix for 9.9.0?

Looks like an encoding problem in your server - your server has default encoding set - which is different from the encoding of the content generated by Pligg

I was testing it on windows xp, xampp localhost in my pc.

Anyways, here is the solution:

Open your .tpl file with PSPAD (a text editor) and SAVE.

Done.
