planning to start my first pligg run site
I am new to all this and i am about to try my first pligg run site, but before i do i want advice on which kind (specification) of hosting i should get for this
because i don't want to move host later on

I am not sure how to make a 'new post' since it isn't showing up on here
but I dl the program and I am not sure how to upload it.

It really depends on how large of a Pligg site you hope to compensate for in the future. If you want to run a site with lets say 1-50 registrations a day and let's supposed that 5% of those users come back to the site in the future and post on occasion you can probably live with a basic shared hosting account. This is the most common type of hosting account and the cheapest available. You can usually find shared hosting accounts ranging from $10-20 a month.
If you want to plan for a site with higher traffic with more stories and more users you might want to invest in either a grid-based host like Mosso and MediaTemple or take a step up to a VPS (virtual private server) host. This is generally the type of setup that I would recommend for most Pligg sites, where you are given a certain amount of allowed memory and CPU usage. Grid hosts ($20-100) allow for easier future additions to your configuration, but they can get pretty expensive with high traffic sites from what I've heard. VPS servers are less configurable down the line, but offer a pretty good mid-range starting point at an affordable price ($15-100). I used a very cheap ($15) VPS account through VPSlink before in the past, but I really don't have anything to say about their service because it was only used for site backups. I am also looking into getting a server through LiquidWeb, so I might be able to comment on their service in the near future.
The last option is to get a dedicated server, this is like renting a complete computer to run your website. These typically start around $130-1,000 depending on the configuration. I think you can find some pretty good deals that will work well for under the $200 mark. If you want to go with a "managed" server where a server administrator hired by the web host actually helps keep the server up to date you will have to pay a bit more.

To create a new thread, find the forum you want to post in and look for the New Thread button near the top left of the threads. It looks like this: 
You will have to see your web host for specific upload instructions. You can also find general guides around the web and video tutorials for learning how to upload files. If you're lucky you can even find video tutorials specific to your web host which may be helpful.

I've heard a lot of bad reviews about the reliability of MediaTemple. I did some heavy research last week when looking for a new host for business purposes and every review site has had a plethora of complaints about their down time issues over the past two years. I've heard better things about their middle of the road DV line of servers, but I still don't know if I would trust them from the amount of complaints concerning downtime.

As for space and bandwidth, these issues really won't apply because most hosts offer a ridiculous amount of both for websites. Unless you run a video hosting site you usually don't even have to take these items into consideration. Memory and CPU usage is a more relevant thing to look for. Hosts like Dreamhost have been problematic with CMS users because popular sites begin to take up too much of the shared CPU cycles.
I would suggest going with a VPS account that gives you a garunteed amount of RAM.
