It's not step 3 (the page where it should say step 3 of 3) but the final submission step, after you click the submit story button and the script is supposed to store the $link object and redirect you to /upcomming where you would see the story waiting to go live.
First I also thought, like you said, that it was akismet. Though that same host also runs a WPMU install using akismet which doesn't slow it down at all. Anyway, I disabled akismet and removed the module from the installed list and it still lags the same.
