Can't Configure Admin after 1.0 upgrade

After a successful upgrade, I can't administer the configuration section. I get this error:
Warning: filemtime() [function.filemtime]: stat failed for ././languages/lang_english.conf in /home/mydomain/public_html/internal/template.config_loader.php on line 25
Also the voting doesn't work..
Also getting this error:
Fatal error: Call to undefined function loadcategoriesforcache() in /home/mydomain/public_html/admin/admin_categories.php on line 387

Make sure that /cache, /cache/templates_c and /cache/admin_c are all CHMOD 777.

Please try re-uploading the files, if that doesn't fix it you may need to edit the /admin/admin_config.php file. I'm going to have to leave the rest up to you because I don't have time to help users individually.
I just re-uploaded the files and I have the same issues.
Does anyone have any ideas??
