Hebre Language Problem

hello,
I've just tried to change the customize my pligg website so it will fit to the hebrew language but when I change it from the admin panel it goes wrong and i get gibrish (%@#%$#@).
It is UTF-8 already but there is something missing.
does anyone tried to customize pligg so it will fit to other language ?
Do you have an idea how can I fix this ?
