assign votes per topic

I intend to deploy Pligg to emulate most of the functionality provided by UserVoice.com
UV is built around "forums" to which users submit items (ideas, features...) to be voted on.
Each user is given / assigned a certain amount of votes (say 15). With those votes, he/she is able to award up to X votes (say 3) to each item.

Can Pligg be worked around to provide the same kind of voting system?

Could probably be done, perhaps even through a module. If you were willing to set a budget for this people might be willing to do the work as a paid job. If you want to go this route please post to the Pligg job board.
