RSS Importer: Tags not presents, and CRON

I have two questions about using RSS import

1 / What to do when the feed does not "tags" ?

2 / Do I need a cron job to start the import automatically? If yes, what is the file that handles the import that I do start a task ?

can someone cann tell us, if it is possible to add tags to specaial rss feeds.

I could not find something in the search.
