Submitted URL getting into discarded mode on submission

It's quite possible, @chuckroast. Though I had a fresh install... so I basically turned off all modules, and activated them again, one by one. The problem disappeared. The order in which they're activated seems to be very relevant!

It would be nice that modules listed the latest version they've been tested with.

I'm having the same submit problem, could you tell me in which order your activated your modules since I'd like to see if this fixes the problem. I have a fresh install and I un installed/ re installed all the modules but it made no difference.
