9.9.5 Install Issue Fedora

I am trying to install Pligg on a fedora VM as a virtual host. I can get to the site www.pligg.local/install

Once I'm at this page, I click next to proceed to the install and recieve the error that settings.php & libs/dbconnect.php are not writable... chmod them to 777

Well, I've searched the forum & Google almost all day today (at least 6 hours) and have only found 1 unanswered thread with someone having the same exact issue, unfortunately the thread does not contain a response to this issue, just some bonehead hijacking the thread... Anywho, I have changed the permissions to both files (644, 644, 645, 745, 755, 777) to no avail... I have made the pligg directory (/var/www/html/pligg) world readable, the same goes for the install directory

*side note: I noticed that most of the .php files in the install directory contain windows carriage returns, which I have removed, I don't think it's an issue currently.

Thanks in advance, I'm looking forward to getting this resolved & working.
