Hi,I'm new here and i wan't to talk everyone who find this post. What is the different of Upcoming News and Published news.

Upcoming is where stories go when they are first submitted. A story needs to reach a certain amount of votes before it becomes published and moves to the front page. You can configure the amount of votes needed to publish a story by going to admin > configure> vote > votes to publish.
Or you can configure the vote amount by each category seperatly in admin > manage> categories>
