I was wondering if it possible to create a pligg based site where users could write their own stories as well as post stories from other sites. The end goal would be to create a blog where anybody could post and the stories would be voted on by the community

Yes, this type of submission is called an editorial.
Go to admin panel, click on configure, then click on submit, then set "require url when submitting" to false.
