Welcome User on First Visit to Site

I am looking for a solution to have a nice notification, for users that enter the site for the first time. i think to have a cookie enabled as well so that it only displays for a user that has not already visited the site,

I tried to modify the admin notification to do this but no luck

any help is appreciated, I also do not have an issue making a donation, if there is enough interest to build a module for this

What I am looking for is a Welcome message to Users that are visiting the Site for the first time, To give them an explanation of the site.
