Changing Font Color for "Submit A Comment"

Hello-

I've changed the font color for most items but i'm having difficulty locating where I can change the font color for "submit a comment". I've looked in the CSS file and other places but can't locate the line. can someone tell me exactly where to go?

Not sure why, but for some reason I hard-coded the color into the template file.

Open: /templates/wistie/comment_form.tpl

Find and Edit Line 2:

I changed the font color in that file and it didn't work. Also, I tried deleting that line altogether and it still shows up when I hit refresh on my browser.
