Block Public Story Submissions

Is there any way to block public story submissions and only allow visitors to vote and comment?

OR maybe even a way to make users get approved by admin/god before being allowed to post? Might even be better way to go. I'll donate another $20 to the fundraiser in appreciation for a solution. I'm getting creamed by spam already (1st site has only been up 24hrs!

Tips to stop spam
  1. Make sure you are using Recaptcha, and generate your own keys
  2. Make sure you require email validation upon registration.
  3. Make sure you have the 'submit antispam' module activated and configured properly.
  4. Get an Akismet key and actiavte/configure the Akismet module.
  5. Use the included blocker module to block spammer's by IPaddress
  6. Optionally use something like the Scarecrow mod.

There's a module called anonymous comment that I believe comes with Pligg. Use that to allow anonymous users to post comments and then turn on anonymous voting from the Pligg configuration admin area.
Another solution would be to restrict what categories normal level users could post to so they can't pick a category, thus they won't be able to submit anything. But it sould confuse users if you did that.
