What code runs after "Submit Story"?

What PHP or TPL file is called right after a user submits a story? I want to ping a news aggregator site to tell them I have new stuff. I need to fopen() a particular ping notification URL and that tells them to read my RSS feed.

I'm not talking about the trackback link; I want to leave that alone. The service I'm notifying is like notifying a blog search engine you have new posts. If someone could tell me the correct code or TPL module that is run right after the user hits "submit story", I can get this done.

You can try submit_step_3.tpl.
