Can I translate the who webpage from English to Chinese?

What is the "who webpage"? If you want to change the entire site language you can do so using the provided simplified Chinese translation file. Remove ".default" from /languages/chinese_simplified.lang.default. Then go to Admin > Configure > Settings > Misc > Site Language > and set it to "chinese_simplified".

For translating pages and posts, just edit or write them in whatever language you want. Pligg supports most languages.
