Submit to site with story title

How can I submit a story through the addressbar along with a title so its automaticlly fills in "Story Title" field?

I understand I can manually add a url with submit.php?url=URL

but how could I manually add the title and it fills in the "Story Title" field?
submit.php?url=URL&title=TITLE

thx for helping I didnt know that feature was available it wasnt working on the skin I was using but now it works on another.

Its posting the title in the field but its not posting what I wanted
I was using submit.php?url=http://www.yahoo.com/s/1078318&title=blah blah blah

but instead of "blah blah blah" it just grabs yahoo article title instead. am I doing something wrong or is it like that?

I think that's due to a feature in the admin panel.
Try going to
admin > config> submit>

Validate URLdescription: Check to see if the page exists, gets the title from it, and checks if it is a blog that uses trackbacks. This should only be set to false for sites who have hosts that don't allow fsockopen or for sites that want to link to media (mp3s, videos, etc.)
value: truetrue false

default value: true

that disables the auto title input but its still not calling title=

try using amp;
submit.php?url=http://pligg.com&title=pligg content mangement

still nothing

curious if any of these methods working for you?

what I been trying to do is have the pligg be more of a editorial type without submiting url stories but still have the ability to submit stories through the address bar with submit.php?title=TITLE&content=CONTENT_HERE

I just need to figure out how to change submit.php?url= to submit.php?title=TITLE&content=CONTENT_HERE
